February 1, 1986 to Present: Brown & Welsh, P.C., 530 Preston Avenue. Meriden, Connecticut -- Principal of the Firm
Advanced business law practice, concentrating in commercial law and bankruptcy matters, commercial real estate matters, commercial lending, commercial collection matters, negotiation and drafting of business agreements and for acquisition and sale of businesses and business assets, with a concentration in matters involving technology and construction of complex equipment. This practice also involves a wide range of litigation matters, in state and federal courts, and general practice matters. Representative clients include steel manufacturers in the United States owned by foreign companies and the United States subsidiary of a major Japanese trading company dealing in ferrous and non-ferrous metals.

January, 1984 through December, 1986: Tarlow, Levy, Mandell & Kostin, P.C., Farmington, Connecticut -- Associate with the Firm
Associate in Commercial Law Department of firm, concentrating in business law matters, involving the Uniform Commercial Code, the Bankruptcy Code and other business law matters, including acquisition and sale of businesses, intellectual property matters, representation of large commercial finance companies, drafting of contracts and litigation in state and federal courts. A wide variety of general practice functions were also performed in this position.

October 12, 1981 to January, 1986: Brown & Miller, Meriden, Connecticut -- Associate with the Firm. Associate in a small general practice law firm performing a wide variety of litigation and documentation matters, with some concentration in commercial law, bankruptcy, contracts, trade secret litigation and other business law issues. Assisted senior partner in representing regional service center of a large commercial finance company, including loan documentation, workouts, liquidations and associated litigation. Assisted senior partner in his serving as counsel for the United States subsidiary of a major Japanese trading company.

June, 1980 to June 1982: Self-Employed Consultant
Consultant for local governments and not-for-profit agencies in energy-related matters and federal and state grant programs. Completed a successful discretionary grant application for the City of Hartford, Connecticut to the United States Department of Housing and Urban Development titled Reducing Housing Abandonment through Energy Conservation and, as a management consultant, assisted City officials in setting up the management and evaluation plans for the project. Assisted in the preparation of a report to the United States Department of Health and Human Services titled The Role of Local Government in Delivering Energy Assistance Programs.

June, 1978 through June, 1980: Office of the City Manager, City of Hartford, Connecticut
Consultant in grantsmanship, appropriate technology and associated policy matters in intergovernmental relations unit. researched and referred grant information to municipal departments, assisted in design of grant management system, took lead responsibility in grant development as requested, working with municipal departments, community groups and state agencies and wrote Index of Grant Programs in 1979 for which City was eligible. Worked part-time during school year and full-time during summer months.

February, 1976 to December, 1977: Office of the Mayor, City of Shelton, Connecticut
Part-time consultant in personnel and grantsmanship and co-authored a codification of the City’s ordinances.

February, 1976 to May, 1977: Department of Physics, Massachusetts Institute of Technology, Cambridge, Massachusetts
Research Assistant in neutron diffraction at MIT reactor working for Nobel laureate Professor Clifford G. Shull.

July, 1975 to February, 1976: Office of the Mayor, City of Shelton, Connecticut
Full-time Grants Coordinator, EEO Officer, Associate Personnel Officer and Mayoral Aide. Researched and wrote grant applications and monitored operations of grant programs, employment programs, etc., tested and interviewed applicants for merit system positions and prepared certification lists for approval and prepared personnel procedures and position descriptions. Acted as coordinator of computer services for City departments. Wrote the City’s first Equal Employment Opportunity Affirmative Action Plan.

May, 1975 through July, 1975: Department of Physics, University of Connecticut, Storrs, Connecticut.
Full-time Special Research Assistant to complete research for my presentation at the American Physical Society conference on July 16, 1975 in Knoxville, Tennessee, titled Paramagnetic Resonance of the [Ga]° center in Tetragonal GeO2.. The research presentation was included the publication of R. B. Bossoli, T. J. Welsh, O.R. Gilliam and M. Stapelbroek, Trapped Hole Centers Associated with Trivalent Cations in Tetragonal GeO2,  Phys Rev. B (1978).

School Year 1974-1975: Federation of Students and Service Organizations, University of Connecticut, Storrs, Connecticut Served as Chairman of the Federation, the elected chief executive officer of the undergraduate student government. School Years 1971-1973: Student Financial Aid Office, University of Connecticut, Storrs, Connecticut

Part-time employee conducting two studies to determine the accuracy of the College Scholarship Service need analysis system as an indicator of financial resources and designed a computed program and system to process data in the larger survey and assisted in the general operation of the office and in preparing reports and requests for funds to the United States Department of Health, Education and Welfare.

Summers of 1971-1974: Office of the Mayor, City of Shelton, Connecticut
Summer full-time employee. Conducted research and data collection for the City’s Community Development Action Plan. Prepared position descriptions and personnel policies and prepared and administered examinations under the City’s new merit personnel system. Administered summer youth employment programs. Administered and trained the director of the City’s federally funded Public Employment Program in 1973. In 1974, after this director left, closed out the financial and program details of the Public Employment Program. Trained the program director of the Ansonia, Derby, Shelton and Seymour Consortium under the federal Comprehensive Employment and Training Act of 1973 (CETA) and worked to develop and implement administrative procedures for this public employment program.
