The Connecticut Secretary of State has issued new regulations for Uniform Commercial Code Article 9 in the January 21, 2003 issue of the Connecticut Law Journal.

Thomas J. Welsh proposed various technical amendments in December 2002 to Connecticut's enactment of Uniform Commercial Code Article 9 on secured transactions. A copy of the proposal is available here.
Thomas J. Welsh has voiced his opposition to certain provisions of the Durbin-Delahunt "Employee Abuse Prevention Act of 2002", which would effectively destroy secured lending in the United States. A report on the bill is available on our web site. It will be proposed to the Connecticut Bar Association's Section of Commercial Law & Bankruptcy's Executive Committee on Thursday, September 12, 2002 to oppose this bill.

UCC Permanent Editorial Board has issued a report and chart on the choice of law perfection analysis where Revised Article 9 is not in effect in all states by July 1, 2001 (as in Connecticut, Alabama, Florida and Mississippi).
Revised Uniform Commercial Code Article 9 is now P.A. 01-132. It was signed by Governor Rowland on June 28, 2001.
Thomas J. Welsh made comments to the Connecticut General Assembly regarding their proposed non-uniform effective date to Uniform Commercial Code Article 9 and certain other non-uniform changes.
